Will new roads that GDOT does not have information for be added to their data in this process?

No.  Any new roads identified will have to go through the Georgia DOT process to be on boarded into the data set.  The same is true for roads that are newly abandoned but still show in GDOT's data.  If either of these situations arise, the jurisdiction owning the roads in question can report this to GDOT via the regular process of reporting through the "Local Road Activity Form".  This form may be found at the following web address: http://www.dot.ga.gov/DriveSmart/Data/Documents/LocalRoadActivityForm/LocalRoadActivityForm.pdf
